Presidential race rained out even in sunny states

(AP) ? Crista Laughlin was a mile high and dry, but Superstorm Sandy still kept the 40-year-old Obama campaign volunteer from walking precincts or working the phones.

Instead, she was huddled inside her suburban Denver home, watching storm coverage on television and thinking about her grandson in Norfolk, Va., in the hurricane's path. "I'm actually with the president on this one: The election will take care of itself in a week. What's on our minds is the people," said Laughlin, a 40-year-old volunteer in Aurora, Colo.

The presidential election was, well, rained out Monday ? from the media centers and storm-battered battleground states of the Atlantic coast to the arid, high plains suburbia of Colorado. Republican vice presidential candidate Paul Ryan canceled three Colorado appearances scheduled for Tuesday as the Romney's campaign announced it was suspending political events featuring the top of its ticket. Meanwhile, President Barack Obama scrapped his own Tuesday appearances ? including one in Colorado ? and fled a Monday morning rally in Florida to make it back to the White House before the storm.

The president's campaign emailed supporters urging them to donate to charities that help storm victims. In Romney campaign offices, volunteers cut into their phone-banking and door-knocking time to stockpile canned goods to send to the disaster zone. The storm gave Obama a chance to appear presidential during a national emergency, and challenger Mitt Romney a potential opening should the federal government botch the response.

It also had a political impact thousands of miles away, giving people like Roger Draeger a break.

The 75-year-old funeral driver from Fort Atkinson, Wis., is a Romney supporter, but he was glad both candidates suspended their campaigns Monday. It was a blessed reprieve from the nonstop political debate that has dominated Wisconsin since Gov. Scott Walker signed a bill limiting collective bargaining for state workers last year, triggering a long series of recall elections.

Still, like other residents of this poll-obsessed nation, Draegar quickly began to analyze the upsides and downsides for each candidate, saying both should be visible in the aftermath. Obama "really needs to show a lot of compassion for all those states and cities," he said.

It's a sign of how thoroughly the campaign has permeated swing-state life that Dan Guimond, 61, an economist in Denver, was partly getting his hurricane updates through the political-junkie website Real Clear Politics and The New York Times blog FiveThirtyEight. Guimond is worried about his parents, who live in Massachusetts, but not worried about how the storm could affect the race. "Obama canceled his, what, 26th trip to Colorado? Big deal," he said.

A modicum of politics still continues here. Former President Bill Clinton and Jill Biden, the vice president's wife, were still slated to campaign in Colorado on Tuesday, and the Romney campaign sent the candidate's son Craig to an early vote event Monday afternoon. The president, notably, is scheduled to return to Colorado Thursday. Still, some of his supporters said they may not be able to do as much for him.

Romney's wife, Ann, will help gather donations at campaign offices in Wisconsin and Iowa Tuesday before a Des Moines, Iowa, rally. The Romney campaign also announced Ryan will drop by a donation drive in Wisconsin.

Denver Pastor Leon Emerson, head of the Greater Metro Denver Ministerial Alliance, spent the weekend rallying voters for Obama with actor Laurence Fishburne. But he expects Sunday talks at church to focus less on the upcoming election and more on the storm.

"I'll eventually talk about the election, but I may not put as much emphasis on it, depending how this hurricane turns out," Emerson said. "Politics is one thing, but you know what? We're going to keep our attention on helping mankind."

Emerson said his congregation is shifting focus, too.

"We had some plans today and tomorrow, going door to door. It's still going on, but not with the intensity we had, because people want to make sure their loved ones are OK," said Emerson, who has a niece in Hampton, Va.

Some weary swing state voters didn't think the political lull would mean much. "I'm sure the TV commercials aren't going to stop," said Mike Beauregard, a Republican-leaning Independent who owns a cooking utensil shop in Concord, NH.

Others were fixated on images of the storm but still saw the devastation through the prism of the election. In western Wisconsin, at the bustling student union at the University of Wisconsin in River Falls, a television tuned to cable news showed ominous images of the storm. History major Mike Engelhardt, 21, said Obama had the most on the line.

"If he bungles the beginning of the cleanup, that will move a lot of votes to Romney," Engelhardt predicted.

One place the storm may have an impact is North Carolina, where Democrats are hoping new voters who cast their ballots early will overcome the GOP's traditional Election Day advantage at the polls. Rain from the storm shuttered some early voting locations Sunday, and election officials were concerned that heavy snow in the western mountains could make it even harder to get to polling places early.

"The weather could chill participation," state election executive director Gary Bartlett said.

Democrats are counting on running up an edge in early votes in other swing states as well ? ones that lie outside the storm's path but were still on the minds of Romney supporters in sunny Davenport, Iowa, where the Republican candidate made a final Monday afternoon appearance.

Tim Vath of Dubuque said he didn't think the storm would fundamentally disrupt the election. But he did worry that any bad weather now might increase the magnitude of any early-voting advantage Democrats might have.

"Perhaps it could freeze that advantage in place. I doubt it would determine the outcome in those states," said Vath. "At least, I hope not."

As Sandy rumbled past the tiny Chesapeake Bay hamlet of North, Va., William Sullivan, 76, swung by the town's main building, which holds the post office, bait shop and convenience store. Sullivan trashed two-thirds the mail stuffing his post office box, mainly glossy political brochures from both sides.

"Makes me sick to my stomach thinking of the millions of dollars these characters have spent to get elected," Sullivan said before heading back out into the rain. He doubted the dramatics surrounding the storm would change the minds of his rural neighbors. "People have their minds made up," he said.

In downtown Denver, it was sunny and in the 60s as Jeremy LeVal, a Romney supporter, waited at a bus stop. He confessed he has paid limited attention to both the campaign and the storm. He knew the hurricane was bearing down on the Northeast and hoped there was no major damage, but doubted the brief suspension of the presidential contest would matter.

"If people haven't decided at this point," LeVal said, "it probably won't make a difference."

Emphasizing a ban on criticizing both one?s own body and the bodies of others, this year?s slogan for national Fat Talk Free Week was, ?Friends don?t let friends fat talk!? ?Either I am easily excited, or the tagline is pure genius. Either way, it?s a simple, straight-forward message, applicable even for the youngest of people.

Children and body image trends

Eating and body image disorders are far too complex to pinpoint a sole cause. However, I firmly believe our cultural disdain for ?fat? or ?heavy? people coupled with an overvalued desire for thinness contribute to the self-rejection that occurs within the psyche of those suffering with disordered eating. Popularly referred to as ?fat-talk,? negative and pejorative messages about food, size, weight, and shape undeniably add a layer of complication to the eating disorders equation.

About 50% of 11-13 year old girls consider themselves overweight, with 80% admitting to weight loss attempts by age 13. (Keep in mind these are developing children who are engaged in a fight against their very nature to grow!) These attitudes do not arise out of thin air, and they were likely formulating long before they were outwardly expressed. Even elementary students are extremely impressionable and attentive to cultural ideals regarding body image. With upwards of 42% of 1st ? 3rd graders wanting to be thinner and 80% of 10 year olds terrified of becoming fat, I see the body dissatisfaction phenomenon as an undeniable epidemic.

A study conducted by the Agency for Healthcare Research and Quality revealed that between 1999 and 2006 hospitalizations for eating disorders in children under 12 increased by 119%. In response, there is a growing demand for eating disorder programs that cater to the special needs of young children and adolescents?(learn more about Mirasol Teen, our integrative program for adolescents).

Internalizing messages of beauty, health, fashion, and fitness from family, peers, and the media, these sensitive souls are keen observers of the world unfolding around them. Ridicule and rejection are noted, sorted, and filed away for future consideration. Even witnessing an act of such bullying can be enough to convince a child to alter behavior in effort to avoid becoming the next victim.

Fat-Talk Trauma

??is one of childhood?s most misleading nursery rhymes! Most of us have felt the pain of words becoming piercing weapons at some point along the way. Yet, there really is little rhyme or reason to what sticks and what stones.

Ouch!

??You are eating me out of house and home.? ? Directed to a 10 year old by an extended family member

?Do you really think you should be eating that?? ? Directed to a 14 year old by her father who did not think she needed dessert.

?That lady is disgusting. I can?t believe she?s drinking soda.? ? Expressed by a weight-concerned mother and overheard by her 8 year old, already body conscious, daughter.

?Your jeans are so tight they?re practically painted on?? ? Communicated friend to friend, age 13.

Unfortunately, it does not take much for words to do great damage. Most of the time, there is little premeditative thought put into fat-talk. While it may quickly spill off the tongue, the ramifications can linger for years. I just watched an interview on the Rachel Ray show today featuring anti-bullying spokeswoman, Demi Lovato, who shared that her peers called her fat when she was just 12. She pinpointed this bullying to the beginning of her struggles with self-harm, eating disorders, and depression.

My Fat Talk Battle

I still find myself engaging in fat talk internally more than I would like to admit. With discipline and practice, I am aided by an ever improving fat-talk filter. In a moment of insecurity, my human imperfection becomes apparent when fat talk slips from my very mouth. Every time I wish I was tongue-tied!

There are several multi-million dollar industries that thrive off of our insecurities. In a ladder climbing society, we are naturally sold on the need to improve.

We have available a pill, plan, or product to better almost everyTHING.

As has been said before, good enough is nearly an inconceivable notion.

Because I am painfully aware of the harm a few thoughtless or misplaced words can evoke, I am reprogramming, redefining, and recreating as I navigate each corner of recovery. The hope is I reduce my footprint and leave no trace behind [of my own body image baggage] for the benefit of future generations.

Ideas to Combat Fat-Talk

Society is often written and referred to as something outside of ourselves. However, we all play a critical, collective role in the development of the social environment we share.

The first step in combatting self-talk is to start with ourselves. Pledge to become more aware of your thoughts, feelings, and behaviors around food, fitness, body image, and self-concept. With increased awareness, you will slowly begin to think before you speak. Once you begin to master the challenge of silencing the negativity, you can begin to restructure or challenge any remaining thoughts that may continue to privately rummage through your mind. Without judgment, acknowledge when you are ?fat-thinking? and add a bit of compassion so you can observe the mind doing what it does best, which is to think. We don?t have to believe everything we think and we certainly do not have to act on it. If you are really committed to this new discipline, you can begin repeating mantra?s and affirmations to counter undesired thoughts.

When you are in the presence of young and impressionable people, attempt to role model what you wish had been role modeled to you. Not only will you feel fulfilled as you make a positive contribution to another life, you may also find yourself healing lingering wounds from your own childhood experiences with fat-talk trauma.

I wish us all the best with this wonderful, inspiring challenge.

Turkish police fire tear gas at banned secularist march

ANKARA (Reuters) - Turkish police fired tear gas and water cannon to disperse thousands of secularists protesting at a banned rally in the capital on Monday against what they see as an increasingly authoritarian and Islamist government.

The scenes of chanting men and women draped in Turkish flags and carrying banners portraying the country's founding father Mustafa Kemal Ataturk highlight a longstanding division in Turkish society between staunch secularists on the one hand and more conservative religious Turks on the other.

Although Prime Minister Tayyip Erdogan won a third term in power last year with 50 percent of the vote, many secular Turks fear his socially conservative AK Party has Islamist tendencies that threaten the secular republic founded by Ataturk.

"They are trying to turn us into another Iran or some kind of neo-Ottoman Empire. We are against this," said retired 64-year-old Erdem Sevinc.

"We are here today to send a message to those who are trying to destroy the principles of this republic," he said.

The local government in Ankara, also controlled by Erdogan's AK Party, banned the rally citing "intelligence" it would be used for "provocation", a move protesters said was designed to silence government opponents.

"Why have they banned this march? Because they are scared. They are scared of course," said 68-year-old Metin Alkan, sporting a black tie emblazoned with Ataturk's face.

"Look at us, do we look like a danger?" he said, laughing.

Waving Turkish flags several thousand people gathered outside the old parliament building in the city center to try to march to Ataturk's mausoleum to mark the 89th anniversary of the founding of the Turkish Republic in 1923.

"Resign government! Damn you Tayyip!" the crowd chanted, referring to the prime minister.

"The day will come when the AK Party will give account to the people," they shouted.

"We are Mustafa Kemal's soldiers! Turkey is secular and will remain secular!" others shouted.

But the marchers were kept back by a barricade of riot police who began firing tear gas and water cannon into the crowd, which included children and elderly men and women, as some people tried to storm the police blockade.

TEAR GAS, WATER CANNON

Some in the crowd threw projectiles at the line of police, prompting them to fire more tear gas and water cannon. People pushed and shoved to get out of the line of fire while others were doubled up on the ground, coughing from the gas.

Several young girls were carried out of the crowd unconscious, drenched by the water cannon.

"Why are they doing this? This is really bad. We are citizens of this country, we are not enemies," said 21-year-old computer studies student Melisa Cilli.

"They want another kind of system here, a dictatorship, with Erdogan as the dictator," she said.

Several hours later police removed the barricades allowing the crowds to march to the mausoleum some three kilometers away.

Erdogan was first elected a decade ago with an overwhelming majority and has presided over a period of unprecedented prosperity, winning him admirers among Western nations keen to portray Turkey as a democratic example in a troubled region.

But that success story has been undermined by growing criticism of the authoritarian style of his rule.

Hundreds of politicians, academics and journalists are in jail on charges of plotting against the government, while more than 300 army officers were convicted last month of conspiring against Erdogan almost a decade ago, and handed long jail terms.

Media watchdog the Committee to Protect Journalists (CPJ) said this month that Turkey had jailed more reporters than Iran, China or Eritrea.

Secular Turks also point to increasing restrictions on alcohol and changes to the education system introduced by the AK Party as a sign the country is becoming more Islamic.

Erdogan has also forged close ties with Islamist governments in Egypt, Tunisia and elsewhere in the Arab world.

Kemal Kilicdaroglu, leader of the main opposition Republican People's Party (CHP) set up by Ataturk in 1924, joined the march and later criticized the police's handling of the event.

"Those people only had Turkish flags in their hands. The state had police, tear gas, water cannon and tanks. Hey, where are you going? Are you going to war? You don't need permission to celebrate the republic," he said.

East Coast refineries cut output ahead of Sandy

NEW YORK (Reuters) - Oil refineries along the U.S. East Coast began to cut rates and companies prepared other energy facilities on Sunday ahead of Hurricane Sandy's expected landfall along New Jersey's barrier islands.

Sandy, forecast to come ashore late Monday, is expected to create strong winds and dangerous flooding to the East Coast from the Mid-Atlantic states to New England.

Gasoline and heating oil prices rose on Friday as the storm threatened the region's six oil refineries, which hold 1.19 million barrels per day - or 7 percent of U.S. capacity.

As the storm threatened power supplies across the region, PBF Energy, Phillips 66, Philadelphia Energy Solutions and Hess Corp began reducing production from refineries while other plants put emergency plans in place, according to sources familiar with operations.

The CME Group halted all NYMEX floor trading for Monday, although electronic trade, which makes up the lion's share of the exchange's futures activity, will continue normally.

PIPELINES PREPARE

The storm comes as low inventories of refined products, especially distillates and heating oil, have stirred concerns of potential price spikes during the winter heating season.

The Colonial Pipeline, a critical supply link for the East Coast which carries about 15 percent of the country's gasoline and diesel from Gulf Coast refineries up to the New York Harbor, is preparing for the storm, spokesman Steve Baker said.

The pipeline activated its hurricane preparedness plan on Friday afternoon and has started making sure emergency generators are in place, as well as sandbagging critical areas that may be prone to flooding.

Buckeye Pipeline, which owns and operates about 6,000 miles of oil product pipelines mostly north and west of Philadelphia, has prepared a hurricane contingency plan.

"Buckeye will continue to operate their pipelines as scheduled until the time that it is no longer safe to do so, or power or product availability make it no longer possible to run a particular line section," the company said in a statement.

"Buckeye has secured some generator capability that is being staged strategically to provide temporary power to certain pump stations," it said.

Vessels in and out of some southern and Mid-Atlantic ports are operating under Coast Guard storm conditions.

In Hampton Roads, near Plains All American's 6.6-million-barrel crude and oil products storage facility in Yorktown, Virginia, coastal waters are closed and under code Zulu, the highest warning level. The warning extends from Virginia to the Maryland/Delaware border, with expectations of gale-force winds within 12 hours.

The New York Harbor is under Code Yankee, with gale-force winds seen within 24 hours.

REFINERY RATES CUT

PBF Energy, which operates a 190,000-barrels-per-day plant in Delaware City, began to cut rates by an unspecified amount on the crude unit, coker and gasoline-making fluid catalytic cracking unit as well as some downstream units, a source familiar with refinery operations said.

"We continue to treat this storm seriously. We have comprehensive preparedness plans in place and will continue to follow them as well," said Michael Karlovich, a spokesman for the company.

PBF Energy also owns the 180,000-bpd Paulsboro plant in southern New Jersey, across the Delaware River from the Philadelphia area.

Meanwhile, Hess Corp would begin to cut rates at its 70,000-bpd refinery in Port Reading, New Jersey, at 6 p.m. EDT (2200 GMT) as a precaution, a company spokesperson said.

Phillips 66 said on Sunday it had begun shutting its 238,000-barrels-per-day Bayway refinery in Linden, New Jersey in preparation for Sandy.

Philadelphia Energy Solutions began to lower rates at its 330,000-barrels-per-day refinery in Philadelphia, the largest plant on the East Coast, according to a source familiar with the refinery. The plant had shut an acid unit but it was not clear by how much rates had been cut at the other units.

Hurricane Irene, which hit the region in August 2011, caused severe flooding and power outages along the East Coast as well as some refinery disruptions. Phillips 66 closed the Bayway refinery while other refiners cut rates, but the oil industry escaped Irene with relatively little, if any, damage.

Delta Air Lines' 185,000-bpd Monroe Energy plant in Trainer, Pennsylvania was monitoring the storm.

"We have not and do not anticipate changing operation at this juncture," said a source familiar with operations. "We are on the leeward side of the storm's path."

Chinese protest factory even after official pledge

NINGBO, China (AP) ? Protests against the expansion of a factory are resuming in an eastern China city despite a local government pledge to halt the project.

About 200 protesters gathered outside Ningbo government offices Monday for a fourth straight day of protests. Police channeled the crowd from the front of the building off to a side street.

The protests have occasionally featured violent clashes between protesters and police, who have detained some demonstrators. U.S. sues Mississippi officials over student arrests

WASHINGTON (Reuters) - The U.S. Justice Department sued Mississippi state and local officials on Wednesday over what it called a "school-to-prison pipeline" that violates the rights of children, especially black and disabled youths.

The suit alleges that police officers in Meridian, Mississippi, routinely arrested students who were suspended from school, even when they had no probable cause to believe the students had committed a crime.

"We found that children have been incarcerated for being suspended from school for things like dress code violations or talking back to teachers," said Roy Austin, a senior civil rights official in the Justice Department.

The police department acted as little more than a "taxi service" between schools and a juvenile detention center 80 miles away, where students did not have access to lawyers or counselors, the suit says.

Lawyers for the city and surrounding Lauderdale County denied the allegations when the Justice Department publicly raised them in August and warned of a possible suit.

"You should provide detailed facts and any records or documents you have to support allegations" of violations of rights, the lawyers wrote in an August 23 letter, according to the Meridian Star newspaper.

Messages left on Wednesday with the lawyers, other local officials and Mississippi's governor and attorney general were not returned. The suit also named state agencies.

The government brought the suit under a 1994 federal law that bans a pattern or practice that deprives people of their rights.

It was the first time the Justice Department had used the law to sue on behalf of juveniles, Austin told reporters in a briefing. The department began an investigation in December after hearing local complaints, he said.

The department raised similar concerns in at least one other public case. In April it publicly accused the juvenile justice system in Shelby County, Tennessee, of violating the due process rights of black children, but it said local officials cooperated to improve the system.

FIX THE PROBLEM, NOT THE BLAME

Mississippi officials did not react the same way, and the Justice Department had no choice but to sue, Austin said. A recent policy change by the Meridian police still did not require probable cause before an arrest, the suit says.

"What we are trying to do is fix the problem and not fix the blame," Austin said.

Meridian, a city of 41,000, is situated 90 miles east of Jackson, the state capital, near Mississippi's border with Alabama.

About 6,100 students are enrolled in the public schools, and they are largely black and poor, the suit says.

The suit describes a system in which police arrested students for behavior that was not criminal - for example, flatulence in class while already on probation.

They could be locked up for days without a hearing or forced to admit to wrongdoing without being advised of their rights as required by the U.S. Supreme Court, the suit says.

The suit asks a federal court to find that the system violates the rights of youths, to order new policies and programs to replace the system, and to expunge records of youths who have been harmed by the system.

The faults of the system threaten to have a lasting impact on those who are arrested, the suit says.

"Even one court appearance during high school increases a child's likelihood of dropping out of school, and court appearances are especially detrimental to children with no or minimal previous history of delinquency," it says.

Debates 'diminished' Obama, says Romney

"He's now been reduced to talking about Sesame Street characters and word games and misplaced attacks on me," Romney told a crowd of roughly 2,500 people here.

The GOP nominee said Obama had "four debates"?including the vice presidential debate?to "lay out" a plan for the future but failed to do so.

"You can boil down what he's saying to four simple words: 'more of the same,'" said Romney.

For months, Romney has mocked Obama's campaign slogan ("Forward"), telling audiences it should have been "forewarned" instead. Today he revised that attack, telling the crowd Obama's plan "doesn't feel like forward. It feels like backwards."

As he has in recent weeks, Romney expressed confidence he'll win the election, telling the crowd here he understands how to jumpstart the struggling economy and "that's why I'm going to win."

Yet in a sign of how close the election is, Romney shook up his usual stump speech. He peppered his remarks with examples of voters in their "40s or 50s," women and younger people who he said would benefit under his presidency.

Speaking in a swing district in a swing state, Romney called the upcoming election a "defining" moment for the country.

"I think the choice you make here in Nevada?and perhaps right here in Reno?will make a difference for the nation, will make a difference for the families of the nation and will make a difference for your family," Romney said.

It was a theme he hit repeatedly while urging his audience to consider the impact of their vote.

"This election is about your family and families across this country, and the choice we make will have an enormous impact on your family," Romney said. "I understand what it's going to take to get this country strong again and to provide the answers that your families need. This is an election about two very different pathways for America."

"If we were going to compete, we had to change the way we did things around here." Newington did just that and is 8-3-2 as of Monday and rolling after its most successful week in nearly two years.

Newington rallied from a goal down to beat Farmington 2-1 and came from 2-0 down to beat Hall 4-2 in overtime.

"We knew what the goal was this season, and it was to compete in the CCC West," Leone said.

The Indians play aggressively and have wins against Farmington, Hall, Southington and Conard ? all teams that they struggled against last season.

"The mentality of the girls has been amazing," Leone said. "They just have a never-give-up attitude. They never waver."

But that was only part of the plan. Beyond changing the attitude, Leone made the players commit to the sport more in the off-season.

"I wanted them with a soccer ball on their feet consistently," Leone said.

He also wanted to rid the program of entitlement. Instead, every player got a chance to help the team, not just the veteran players. So far, that's been the case. Led by seniors Meaghan Gustufson, Jalen Middlebrooks and Bridget Makles, Newington has found success because of its mixed roster. The Indians have gotten contributions from everyone, including freshmen Rachel Elliott and Kaila Lozada, and junior Brianna Boyko.

"I've learned a lot from the group and it's just been a great atmosphere to be around," Leone said.

Mercy's Big Turnaround

Mercy ended last season with six wins. This season, the Tigers have doubled that total.

Mercy picked up its 12th win and eighth straight Monday with a 4-0 victory over Sheehan at Mercy High School.

The Tigers (12-1-2) haven't allowed a goal since Oct. 5 and now have 13 shutouts.

Led by goalie Liz Falcigno, who has allowed just three goals and has a 3.83 save percentage, and defenders Hope Tiezzi, Kelsey Pietruska and Alex Zampini, Mercy has one of the most efficient defenses in the state. Because of it, the Tigers have shot to the top of the SCC as well as Class LL. Mercy has the best record in the SCC with Cheshire and is in the top 10 in Class LL. For Mercy and third-year coach Marcus Harley, it has been quite the turnaround since he took over in 2010. The Tigers were 9-18-5 the past two seasons.

  • Housing starts were up 15% from August to September 2012
  • New housing starts climbed an average of 35% year-over-year as of last month
  • The rate of new housing starts is up 82% from the low of April 2009
  • The National Association of Home Builders reveals builder confidence hit a 6 year high this month

So will this massive surge in new inventory soften the housing market and drag it back underwater and do these properties make good deals for real estate investing?

On the contrary, new homes mean higher home prices, especially as many areas are seeing re-sales currently priced well below build cost, which also offers tasty spreads for those flipping houses.

Some markets may still have a lot of inventory but that isn?t where builders are focusing on development. In fact, cities like San Diego could really use more new construction to fill demand and keep up the current rapid increase in home prices.

In fact, while new homes will help price increases, more inventory and more balance in the market will help prevent another housing bubble.

However, although new luxury homes and condos have been a popular by with some real estate investors this year, most of these projects are iffy and completely speculative at best and are not the regular domain of hungry real estate investing veterans. Unless a second or third phase with price increases is ?guaranteed? profit is all built on hope and even promises like these don?t mean they will pan out as seen in 2006.

Besides, new construction, especially pre-construction often delivers a terrible ROI, even for builders when compared with other real estate investment options and flipping houses.

In Myanmar, only sickest HIV patients get drugs

YANGON, Myanmar (AP) ? Thein Aung has been trained not to show weakness, but he's convinced no soldier is strong enough for this.

He clenches his jaw and pauses, trying to will his chin to stop quivering and his eyes not to blink. But he's like a mountain that is crumbling. His shoulders shake, then collapse inward, and he suddenly seems small in the denim Wrangler shirt that's rolled up to his elbows and hanging loosely off his skinny arms. Big tears drip from his reddened eyes, and he looks away, ashamed.

As he sits outside a crowded clinic on the outskirts of Myanmar's biggest city, he knows his body is struggling to fight HIV, tuberculosis and diabetes ? but he can't help wishing he was sicker.

Although Aung is ill enough to qualify for HIV treatment in other poor countries, there are simply not enough pills in Myanmar. Only the sickest of the sick are lucky enough to go home with lifesaving medicine here. The others soon learn their fate is ultimately decided by the number of infection-fighting cells found inside the blood samples they give every three months.

The World Health Organization recommends treatment start when this all-important CD4 count drops to 350.

In Myanmar, it must fall below 150.

Antiretroviral therapy, in the past considered a miracle only available to HIV patients in the West, is no longer scarce in many of the poorest parts of the world. Pills are cheaper and easier to access, and HIV is not the same killer that once left thousands of orphaned children in sub-Saharan Africa.

But Myanmar, otherwise known as Burma, remains a special case. Kept in the dark for so many decades by its reclusive ruling junta, this country of 60 million did not reap the same international aid as other needy nations. Heavy economic sanctions levied by countries such as the United States, along with virtually nonexistent government health funding, left an empty hole for medicine and services. Today, Myanmar is among the hardest places to get HIV care, and health experts warn it will take years to prop up a broken health system hobbled by decades of neglect.

"Burma is like the work that I did in Africa in the'90s. It's 15, 20 years out of date," says Dr. Chris Beyrer, an HIV expert at Johns Hopkins University who has worked in Myanmar for years. "If you actually tried to treat AIDS, you'd have to say that everybody with every other condition is going to die unless there are more resources."

Of the estimated 240,000 people living with HIV, half are going without treatment. And some 18,000 people die from the disease every year, according to UNAIDS.

The problem worsened last year after the Global Fund to Fight AIDS, Tuberculosis and Malaria canceled a round of funding due to a lack of international donations. The money was expected to provide HIV drugs for 46,500 people.

But as Myanmar wows the world with its reforms, the U.S. and other nations are easing sanctions. The Global Fund recently urged Myanmar to apply for more assistance that would make up the shortfall and open the door for HIV drugs to reach more than 75 percent of those in need by the end of 2015. It would also fight tuberculosis, a major killer of HIV patients. TB in Myanmar is at nearly triple the global rate as multi-drug resistant forms of the disease surge.

The aid group Doctors Without Borders has tried to take up the slack by providing more than half the HIV drugs being distributed. But every day, physicians at its 23 clinics must make agonizing decisions to turn away patients like Aung, who are desperately ill but still do not qualify for medicine because their CD4 counts are too high.

"It's very difficult to see those kind of situations," says Kyaw Naing Htun, a young doctor with a K-pop hairstyle and seemingly endless energy, who manages the organization's busy clinic in Insein. He says about 100 patients who should be on drugs are turned away every month in Yangon alone. "It takes a lot more resources when they come back sicker. It's a lose-lose game."

Aung first learned about the virus living inside him in April. He had dropped weight and wasn't sleeping well, but figured it was the TB and diabetes running him down.

When the test came back positive for HIV, he was shocked and scared: How? Why?

"I wanted to commit suicide when I found out the results," he says softly, looking away. "What upset me most was my wife. She says I shouldn't die now because we have children."

The questions swarmed and consumed him, followed by a flood of worry and guilt that he had possibly infected his spouse. Then the bigger concern: What's next?

Unlike many living in a country closed off to the world for the past half century of military rule, Aung, an Army staff sergeant, had some firsthand knowledge about HIV.

He had watched the disease rot one soldier from the inside out, punishing him with a cruel death. But he also saw another get on treatment and live a normal life, despite the military kicking him out.

With the images of those two men locked in his head, Aung decided to fight to save himself and ultimately his family. No one but his wife could know, or he would lose his job and their home on the military base because of the deep fear and discrimination surrounding the disease. Drugs were his only chance to keep the secret.

"If I get the medicine, and I can stay in this life longer, I will serve the country more and my family will not be broken," he says. "My family is invaluable."

At the clinic in Insein, an area of Yangon better known for a notorious prison, Aung, who is using another name to protect his identity, waited nervously for the results of his first blood test.

CD4 count: 460. Low enough for drugs in the U.S., but well above the 150 cutoff in Myanmar. He was given TB medication and told to come back in three months.

Many of the 200 people crammed into the two small buildings of an HIV center just outside Yangon are simply waiting to die.

Beloved opposition leader Aung San Suu Kyi visited patients there in November 2010, just days after being freed from house arrest, appealing to the world for more medicine. She also spoke passionately in July about the stigma of HIV via a video link to the International AIDS conference in Washington, saying, "Our people need to understand what HIV really is. We need to understand this is not something that we need to be afraid of."

There are no doctors or nurses stationed at the hospice supported by Suu Kyi's National League for Democracy party, forcing patients to care for each other. One man hangs a drip bag on a plastic string from the ceiling over an emaciated body. Other caregivers ? many of whom are also infected ? wave paper fans beside their loved ones for hours, providing the only relief they can offer.

Infected children whose parents have already died play barefoot in the stuffy, crowded rooms. Bodies, some nothing more than breathing corpses, are stacked side by side on bamboo slats above dirt floors.

Another room is packed with 20 women stretched out on straw mats crisscrossing the wooden floor. A young mother sobs in one corner as she breast-feeds a 7-day-old baby girl. She did not take HIV drugs until late in her pregnancy, and now must wait up to 18 months to know for sure whether her only child is infected.

"The funding is limited for the enormous number of patients," says newly elected parliament member Phyu Phyu Thin, who founded the center in 2002 and was jailed by the former government for her HIV work. "Waiting to get the medicine under the limits is too risky for many patients because they can only get it when their health is deteriorating."

Aung looks the part of a soldier with his shaved head and wiry build. He spent the first decade of his 27 years in the military fighting in domestic ethnic wars, away from his wife and two children.

It's this past life that devours him each night when sleep refuses to come. He served as a medic then, and regularly came into contact with the blood of wounded soldiers. He also had sex with other women. The question that haunts him most is, which one is to blame? He'll never know.

He takes sleeping pills every night to be released from these thoughts. But relief does not come, as chills and night sweats drench his body and the constant urge to urinate keeps him running to the toilet.

He's lost 10 pounds in the past month, dropping from 130 pounds to 120. His cheeks are starting to sink, and his eyes look hollow. His strength is also fading, and he can no longer lead grueling daily runs with the trainees. He uses his TB as an excuse, but he fears his superiors will not be fooled much longer.

"I try to hide it as much as I can, but some people have started rumors about me, so I try not to face them directly," he says. "I want to be strong like the other people. I'm trying, but now my body cannot follow my mind."

His wife refuses to be tested until Aung gets on the drugs. She worries if she comes back positive, her guilt-ravaged husband will kill himself.

"She doesn't want me to be depressed," he says. "If she is positive, I will be very, very depressed."

The disease has forced him to rethink who he is. He's killed people in combat, cheated on his wife and witnessed many horrors in his lifetime. But he wants a chance to make up for his wrongs.

As a Buddhist, he believes his disease is a punishment for misdeeds in a previous life. He vows to be a better man by helping others and giving what little he has to charity.

He says sicker patients deserve treatment first. Still, as he sits waiting for his second blood test, he can't help wishing his immune system was weak enough to help him reach the magic number.

But when the doctor reads his results, he knows he will leave empty-handed again.

CD4 count: 289. Still too high.

His only choice is to try again in three months, hoping he'll be sick enough then.
